Need a PHP Programmer

I'm looking for a skilled PHP programmer to help with a few minor adjustments as we integrate our ad network. We are developing a unique ad network concept in the gaming niche, using the Twitch.tv api to provide streamers a way to make extra revenue. We already have several high profile streamers interested in beta testing.

I have all of the code finished (tracking cpm and click rates for each stream page), and a website already put to code, but need a programmer who can help with future minor website development and our payment tracking. I am looking for a talented programmer skilled in PHP who would like to have a full partnership in the project (or we can arrange a flat fee).

What exact skills are you looking for, what kind of pattern/technology/experience levels are you looking for?

Is this suitable for a junior developer, freelancers etc?
