How to add bar to html site header

I know wordpress has a few plugins that will put a bar at the top of the webpage that you can have links and call to action text.

I would like to know how to do this on a regular HTML site.

I would guess that there is software that can do this?

Or html or css I would guess.

Regardless, I am looking to find a way to do this on an HTML site.

Can you guys help me with this?

Foobar by Themergency is one of the better one's and they have a non-WordPress version for html sites.
