How much should I expect to pay for this site?

I'd like some help to know what ballpark this project is in. I'll post the proposal letter that I will send to web designers below.

I want a paid membership site with a Vbulletin forum. I realize that the price of purchasing the Vbulletin software will be added to your bid. Please make your bid without factoring in its cost. I'll buy it myself.

I will create all the course content. I want a payment processing system that will allow for three different types of membership. I want a WordPress-like content management system I can use to add content without having to code. A custom WordPress theme is acceptable to me if it meets my needs. I'm not adverse to another CMS as long as it fits my needs and is moderately easy for me to work with. I am willing to overcome a small learning curve if my needs would be better served by a more complex CMS like Drupal or something else.

The homepage will most likely be a video sales letter that I will create. I will need the ability to remove and replace videos in order to test the copy. I will also need the ability to A/B test and access the data the tests generate. I will also want to A/B test written copy vs. the VSL. I will write all the copy and will be the one who modifies the site for each test.

I will need an interface that will allow me to do all this with ease.
I will also need to integrate Aweber or Mail Chimp. I'm not 100% sure what my list-building strategy will be on the sales page yet, but I am capable of managing the email software myself. I will just need someone to put the form where I want it.

I will then need an area for the content of the course. At this point in time the content will be the same for all three membership classes. The membership classes will differ in their access to the forum.

I am open to hosting the forum on a different domain than the site with the course content. I want Vbulletin customized with different features for each type of membership. Things like access to private forums, colored names, customized titles, badges, signature privileges, etc. I also want a reputation system that disables the ability to "disapprove" posts.

I want a reputation system that displays badges for users as they accumulate reputation points. I want to start off with the standard growing bar showing reputation level, but then I want different badges when the bar reaches its full length. I want several classes of badges where five badges at one level will graduate someone to a new class.

I also want the amount of points a person's rep gives others to progressively increase as they gain their own rep points. I would also like to give the five different user classes different starting rep powers. The five classes are the bronze, silver, and gold membership classes in addition to moderators and administrators. I will personally be the administrator who manages the day-to-day moderation duties.

I'd like an instant chat plugin for the forum that would display at the top of the forum. I'd also like game plugins if they are still supported. A forum I used to frequent had a poker game forum users could play together. I would also like to restrict access to games for silver or gold membership classes.

All of the features I want for the forum I've seen on other Vbulletin sites. There are probably plugins for them. But I am not averse to paying you guys extra to develop your own plugins. I will search for the plugins when I buy the Vbulletin software first though. Please make your bid factoring in that I can find and pay for all the plugins needed and just need them installed.
