Blog Title not Appearing in Title Bar

Hi,
I have applied theme for blog

Though I have given site title and tagline,its not apprearing in site title bar.Should I make changes in coding?How to solve this?

        HTML themes do not have plugins. Not every site is run by WordPress.

          Um yea I do know this, where did I say anything bout wordpress? Wordpress isn't the only blog software bro. Even with HTML you can have plug in's or custom scripts that can mess with this. Thanks for the info though.
