Help With Banner Design [effect]

Hi there.
I've been asked by a family member to design a animated banner. Now I know a little about animation in Photoshop, but what my cousin wants in the design is a little more than my skills commentd.

She wants like a guarantee seal/badge that looks like it's turning around, like a wheel turning. I've spent hours searching the internet for any related tutorials, but can't find anything closely related to what I need to learn.

I would be very grateful for some pointers and help.

    If you make the layers req. in PS,
    you can use Fireworks to make the animation.

    I would have a google for swish and download it. It is like flash but has lots of built in effects so you can just choose one and make a nice banner really easily. It's free too.

    no need to spend a load on flash , try swish, great program, free trial.
    There are also standalone animators such as GIF animator,banner maker pro and many others.
    GIF won't spin well, totally go flash
