If I have a static HTML English site and we want Spanish on there, is there any service or some sort of PHP "thing" that I can purchase to do this easily...OR do we have to translate every page and put this in a sub-folder and link to it?

You could do your own if you like but do a quick Google search you will find your answer

Here a neat one to look at
    Bing Translator

If you are serious about your page then making a Spanish clone of it is the best solution. I would not go with bing or anything like that because it's just not the same! Would you trust in a page that's full of errors?

And Spanish people are VERY picky! If there is the smallest thing they do not understand perfectly, they leave.

Unfortunately for you there's not any service that could help you. You need to translate your page manually.

The only workaround I can think of would be to use Google translate to redirect your spanish visitors to a translated version, but of course it wouldn't look too good.

You could also put both translations on each page and use css display toggles to switch back and forth between the content. Pm me if you need help doing this.
