this is no help, but to let you know I just spent 20min searching for the info and found nothing anywhere about accepted countries. it could be that google isnt offered in your country yet, there are quite a few.

Just mail to support on google regarding your counrty problem. Hopefully they will add your country. I was having same problem with Click bank, I mailed them twice or thrice then they mailed me back and told me the time till when my country will be in list.
