There are quite a few discussions about great website designs, but what is it that makes those designs great?

Great design is mostly a matter of opinion. I've seen some sites that look terrible only to have the owner boast about how great it is. In the end, I'd say a great design is one that clearly communicates a message, is easy to use, and coverts like a mad man.

It depends which kind of website you are going to build. It is an eCommerce store or a simple business website. However these elements make a website great

    user-friendly interface
    seo friendly CMS
    responsiveness
    easy & secure shopping cart
    easy navigation
    attractive colors

    etc

We can say that it is a great web design, when it satisfy website visitors. The website must be user friendly and contain relevant information. The logo used by the site must be the professional logo and must link the homepage.Website designer must use neutral color palette which help your site to look elegant, clean and modern.Try to Choose font that are easy to read and understand on every device such as laptop, mobile etc.

Site's load time must be fast
    Less graphics
    Understandable design

Great design mainly means 'user-friendliness' and all the above points falls under this.

Found this on google. This is pretty nice.

    Pretty doesn’t count.
Yes, you want your site to look nice and create visual impact with visitors, but good looks don’t bring in sales.

You don’t need to be totally unique.
It’s true that you need to stand out these days and look different from all the rest. The problem is that some designers take it a little too far, and they design you a site that’s so unique it breaks all the rules – and not in a good way. Your stunning site ends up being a confusing experience for visitors.

Branding is a special skill, and not all designers do it well.
Most designers aren’t skilled in developing brand identities. They’re good at developing graphic design that reflects your brand identity, but if you haven’t supplied them with that crucial information, they’re just assuming.

Design Isn’t Just about Photoshop. It’s about Psychology.
The secret to a great website isn’t in having a pretty design and some compelling content. The real secret is in psychology and consumer behavior.

Look, as I have already mentioned above, a web design is only good if it brands the business accurately and gets sales (highest possible conversion rates). Period. That's all there is to a good web design.
