I'm using TemplateToaster for designing themes or templates for major CMSs like WordPress, Joomla, Drupal, Magento, Prestashop and also generate fully responsive templates for blogger.

If you like to write your own code without any visual assistance I would suggest you to use Brackets which also has an awesome integration with Photoshop; you can read on their website more about this.

If you however want something like Dreamweaver's Split View (I think it is called) I suggest you to use Kompozer. It is amazingly easy to use for those who are in their early stages and it is way more helpful than any other similar software.

    Hope I helped you somehow.
