You can create a sitemap from https://www.xml-sitemaps.com/ and submit to webmaster tools. This will crawl your website and generate the xml. Also upload the xml file in site root directory.

      mstiran,

If your website URLs are not permanent you are in big trouble anyways in terms of SEO. You need permalinks for every page if you want to do well in SERP. So, 1st you want to make sure that links are permanent and do not change too often. And when they do, they are redirected properly with a 301. This is an extremely basic SEO requirement.

Now, if new pages are added continuously you need to generate the sitemap dynamically from within the script. NetMan's suggestion may help in that case. Or you can generate new sitemap from xml-sitemaps.com every other day or once a week and upload.

Do note that search engines will not rely on sitemap you upload alone. They will also manually crawl all pages following the menu navigation. So if your URLs drop too quickly or change that is not good for SEO. This alone can signal too many 404s or duplicate contents.
