how can i create one pages with photographic scenes and an semi transparent opt in box like this Betta Fish Care Tips
is there any plugin in WordPress to make it plz help me i m trying to make this one page website from 15 days but not succeeded

  You need to design manually as you do usually. One extra thing you need to add is, you need to add id in the section what you want to add in your menu. When add this section in menu use #id of this section.

  You should create a new page by WP CMS
  www.yourdomain.com/wp-admin >> Menu pages >> Add new >> publish blank new page And get your new pages id.
  
  You create php file name page-yourpageID.php and you develop html, css by your design.
  
  You should upload page-yourpageID.php file to your hosting at current theme root directory
