How to best outsource web app development?

I want to develop a web app. But what is the best way to outsource it online? How do you prevent the developers from copying the website you paid them to develop for their own profit. Please don't say a NDA because those seem to be useless and only used for intimidation.

    Developers keep copies for backup and practically there is no way to avoid unauthorized use of code by developer/development team.

    You can divide task between different teams (if possible) so they wouldnt have a complete reuseable code.

    If the developer or agency creates the entire software the only thing stopping them from using your project is morals and how much they value their reputation.

    There are a lot of developers out there that value their reputation as much as the big agencies, like myself. An easy way to make sure you're in good hands is to ask for references and ask if you can contact those references.
