        You need to ask them about their experience, tell them exactly what you need and ask them if they did something similar in the past so you can see it.

        The portfolio it's the most important thing for a graphic designer, you should check out all of their works, you will have a better idea of what they are capable of.

        Don't need to ask what type of software they use unless you need to edit something by your own, the software don't really matters if you just want their service.

        Another thing you need to know is how much their charge per hour, maybe you can hire their services for a fixed price, also ask for a deadline or make it yourself since they will be working for you.

        You can find people to hire on Freelancer or Upwork, but you can also check Themeforest and contact people by your own.
