How to notify Google about a new blog ?

I need to tell Google (just once as I don't plan on new content) about a new Wordpress blog.

What is the simplest way please ?

(I have All In One SEO Pack installed if that helps)

    Submit your wordpress blog to google search console or also known as google webmaster before.

      Ok but in this case it's just a static type blog , no posts.

    Add Google Analytics, Add your site to Google Webmaster Tools and also send them a sitemaps that you can generate with Wordpress plugins

    Some questions:

    Do we know on average how long before Google indexes a site.

    If so how would I check this. If initially it ranks too far down in the rankings to check for the main keyword would it be an idea to check for a specific unique set of words ?

    Also I entered the site URL in Google and it came up with
    "A description for this result is not available because of this site's robots.txt"
    Is this a problem at this stage ?

    Your all-in-one SEO package so be able to redirect you to all that's needed, I suggest you go through the documentation that comes with it. I'm pretty confident it'll be easier than to search how to do everything since it's a All-In-One.
