This isn't as simple as spending a few hours reading a book and becoming a pro.

    Accidently posted my comment early.

Hosting is a simple as googling a host a buying a hosting account. You'll also need to purchase a website with a registrar which you can often do when you purchase a hosting package.

I suggest getting a shared-hosting account over at A Small Orange. I'm not affiliated with them but I do enjoy their services.

If you want to learn Wordpress head over to Udmey and pick up a free course or two.

Investing in a high quality and easy to use WP theme will make the learning process much easier. These themes will also have very good costumer support.

I think you should first learn about basic web languages like html, css, js, then wordpress, as you can modify theme by your own. There are many wp courses out there that you can learn from.

I think you need to learn basic html first
then trying to configure your hosting before install a wordpress theme.
For theme configuration, I think better use free theme first so you can start on hard way first to learn something. Because if use premium theme with visual composer added, you will not learn something new.
This is not a day journey but you will got rewards.

Its not that simple, there are lot of tutorials about wordpress but first you would have to learn html/css and there are lot of other stuff to learn to become a web designer. You would have to work hard for it bro..
Hosting is simple. Hosting providers do all the stuff by themselves mostly.

    Thanks

HTML and CSS can easily be learned in a matter of hours. Youtube, Google, Code Academy start there. Once you get a basic understanding of how to build a static HTML/CSS web page practice building your own, practice the different components of it. Layout structure(header, content, sidebar, footer) wrap your head around nesting, practice building different menu styles, practice content structure like paragraphs and lists, practice building forms. Search and download free HTML/CSS templates and hack them. Change things here and there using the knowledge you learned from Youtube tutorials, Code Academy and Tutorials from blogs. Study the source files from premade templates and find out how the developer did this or that. This will take you about a week on average of steady practice but you'll know how to build a static site without a doubt if you put the effort in.

Next move on to Dynamic sites, wordpress. Do the same exact thing again but learn it for wordpress. Find a good "How to build a wordpress theme from scratch" tutorial and follow it, over and over again until you become familiar with what your doing. Study template hierarchy, loops, widgets, forms, menus and how they get implemented with PHP in Wordpress. Find out what specific things are called in wordpress and google them, use Stack Overflow and search that question for the answer. When you run into a problem, google the problem to overcome it. If you want to perform something specific in wordpress google it. I guarantee there will be a tutorial on it. For example, I want to include posts from a specific category, or How do I shorten my excerpt, How do I make tabbed widgets, How do I make a drop down menu in wordpress.

With your familiarity with wordpress and your ability to create a static website you should be able to hack a pre-made wordpress theme and customize it to your needs. You'll learn that HTML/CSS JS and PHP all work together in Wordpress.

For the most part, free templates have excellent documentation and are very straight forward to customize from the wordpress dashboard but you'll be even better than most users because you'll know how to hack it to your liking.

Almost forgot to mention JS. For the most part, plugins are going to be your best friend if you want to use something in JS/jQuery but it doesn't hurt to be familiar with it as well. Code Academy is the best way to learn the basics in my opinion.

Just know that it's gonna take practice and effort to learn. I hope this helps.
