how to add background after editing with inspect element

I would like to add background, anchors, images, logo etc. Before uploading my site via filezilla. Can this be done easy as editing with inspect element?
I really have no clue how to do this other than with hard coding (am script kiddie so it's pretty much impossible for me ).

    If it is html based website you can simply preview & use inspect element and by using dreamweaver you can add background, anchors, images, logo before uploading.

    If it is CMS based you should install your files in local server like Xampp and do the necessary changes before uploading in FTP.
