How do I add a custom navigation/menu to many pages?

Hi guys,

Sorry I don't really know how to word this, so ill just tell you the problem im trying to solve.

At the bottom of many pages, I want a navigation/menu bar that has all my service locations. I'm currently just adding it to every page and its getting time-consuming because I have to edit each page whenever there is a new internal link.

Is there anyway I can create this but in a way where I only have to update it on one page, not go through every to add my inner links?

    yes it is very easy to ad navigation menu to all the pages if your site is php based then add navigation under footer then it will be automatically added
    or if it is on Wordpress or other cms we can easily handle it my Plugin or extension

      Well its wordpress and I don't know PHP.

      I think a plugin would be great. can you recommend any?

      Or give me an idea of the keywords I want to search for when looking for a program to do this?

      So I found one called "Max Mega Menu" that i can put on specific pages, but it looks pretty bad stock.

      its right above my targeted cities in the image.

      Do you know of any menu that let you add an image? Because it would be great to add those counties in the menu "hillsborough, pasco, hernando, pinellas)
