Hiring and paying an outsourced employee

Ok so I'm brand new to this and have a few questions

I want to hire a WordPress designer type person for a month or so to create about 10 similar websites

If I pay them by the hour, how do I keep track of their hours?

also would anyone recommend setting up a wamp server in the cloud or in my office for them to work on?

Any tips or pointers?

    Welcome aboard.
    Whenever I do sites, I charge a rate for the job, never an hourly rate as it's difficult to properly track from both sides.

    Hello. Where are you outsourcing? Are you using a job posting site? Usually, they make use of Time Doctor but our site uses Timeproof. Workers have to log in to the app in order for their employers to view what they're working on. It takes screenshots of their page after every couple of minutes and then uploads it to the site. I don't know of any wamp server though.
