i can make bad looking websites in html 1

i don't know anything about html 5

who can you recommend that i hire here on WF to make my bad looking html 1 site look good in html 5 for mobile ?

Upgrade your site from HTML to WordPress. You'll find a ton of free, responsive themes you can use to bring your website up to date.
