Advice for set up of a WordPress paid profiles and bookings site with SEO considerations

I want to use WordPress to create a site where visitors from all over the world can sign up for free or paid profiles/memberships, where the paid ones get extra exposure on the site, their profile/ad will then be shown on prominent places on the site like top of their own (eg geo) categories and/or subcategories, sidebars etc. I want to make it so that the paid profiles will have automatic monthly or yearly recurring billing via my payment processor. And when they don't pay anymore their profiles (and especially the profiles/ads they have at those prominent places) will automatically be de-activated/turned off. So they will then automatically be downgraded to free profiles/members.

The site will also need to have a booking feature where site visitors can book appointments on the profile pages of paid profiles/members. So paid profiles/members can get more customers/bookings in an easy way.

Site visitors (they should create/have an account for this) should also be able to rate and review free and paid profiles/members.

But bc the site will target all (or a lot of) countries in the world, the site will also have to deal with an SEO/UI language issue:
there must be some sort of set up in WP (or perhaps multiple installations of WP in perhaps different categories of the site, each for another country/language?) whereby visitors from country/language X will get to see the UI in their own local language X (or perhaps the language they had chosen as their preferred language at sign up, if that's possible). And other visitors from another country/language Y will need to see the UI in their local language Y. But not only this UI language issue is important but also SEO. What would be the best way to do this then? Which SEO considerations play a role here?

I want it to be a set and forget site as much as possible for me.
What are some ways to do this?

Is it better to do this w/ a most suited (premium) theme and then add some (premium) plugins to that? Or a more bare theme and then get the most features from (premium) plugins?
