Search engines don't necessarily use meta tags, watch some of Googles own seo videos and they tell you not to bother anymore. As to how sites get good ranks it takes time, effort, and quality content that is better than anyone elses. While that doesn't guarantee you will become Nº 1 it does guarantee that you are attempting to win position through merit and it is Googles goal to select by merit rather than any tricks.
