PHP Expert for Wordpress Needed - Simple Coding

Hello

I'm looking for a php coder who can add some functions to my wordpress blog in the Theme Options area. I'm not a programmer but know a little php and have "hacked" many a wordpress blog (probably hundreds) and could probably ultimately figure out what I need to do but I don't have the time.

This would not be a difficult job. Here are the specs for what I'd like added to my theme's Options Panel:

1) Ability to add/change header
2) Ability to add/change background image, simple striped gifs or whatever
3) Ability to change footer (similar to header)
4) Ability to change theme, e.g. colour

So, from my little knowledge, it's a matter of adding variables to CSS and to the functions.php page. This would be simple for a php expert who is very familiar with wordpress.
