Can Someone Please Tell Me How to Fix This?

The very question I am about to ask kind of goes over my head, so keep that in mind when you answer.

I have been working on a PLR website, and doing it the same way that I always do. I use Kompozer, and use mostly the Normal View, although I do switch back and forth with the Source View. What I normally do, is take the pages that are supplied to me and sort of use them as templates to create other pages on the site. (Such as a privacy and disclaimer page.)

For some reason, every time I do that I am getting this error (on the privacy and disclaimer pages, not any other pages.)

XML Parsing Error: duplicate attribute

Line Number 2, Column 64:<html lang="en" xmlns="http://www.w3.org/1999/xhtml" dir="ltr" lang="en-US"><head>
Can someone tell me what I've done, and how to fix it?

    Remove this "html lang="en"

    Problem is you have It To English Language twice.
