There are literally 1000's if not 100,000's of free online resources that are brilliant. Even youtube videos are great as you can see what you need to do and they are easy to follow. Unless you have a surplus of $$$ that you want to get rid of, avoid a tutor.

if u have a microsoft frontpage, you can create a website using a template and learn how to custom it.

No I found w3schools to be only suited to macs and did not explain for pcs

  w3schools has nothing to do with Macs or Pcs.
  Its about web standards and is the best place to start for anyone no matter what type of computer they have.
