designing sales pamphlets

I am looking to make some sales fliers/pamphlets to email and/or print and snail mail. I would be editing the flier all the time with new info and pictures. Would it be best (IE simplest and most cost effective) to have HTML design or PSD? Please help...

    A PSD File would work best, with layers, then you can export to PDF whenever you want an offline printer to print it..... So basically you can add, subtract, change the PSD file whenever and however you want as much as you want....

      Thank you! I do not have enough message to PM you but I would like to speak to you about possibly designing a few sales sheets which I would be easily able to switch out text and graphics?
