How Do I Outsource to a designer/webmaster for a Website like this?

Hi all,

I was thinking of setting up a local discount coupon website,
But I've no idea what are the criteria I should be looking for
like plugins, scripts, program... whatever's necessary in making
this website possible.

I have a sample... deal.com.sg

Some of the things that I like about the site which I would implement
for mine would be...

- It seems like whenever someone purchase a coupon, the site automatically
updates and tells you how many tickets has been sold

- The countdown timer...

I'm actually on a tight budget... I was wondering if you know any freelancers who are operating in the phillipines or india who can handle this as well as some designing.

      I use odesk.com or freelancer.com to find cheap outsource work. Be sure to look through their portfolio first and that every bidder fully understands your project.

      You can create this easily on Joomla. There is a especial coupon's extension that can integrate into Joomla. You will need a PHP code in order to give a further customization. Freelancer is a good place to outsource.
