I too use both methods but If i have to chose anyone I would go with Tables.

because I use tables more than Div.

As for me, I too use tables and Div, but keep hearing CSS is the way to go. Definitely something to research! And if you would like an endless discussion on this issue WebmasterWorld might be a good place to start. Just be careful, you might get lost. lol Just my 2c. Good Luck!

Div's + CSS = standards compliant, modern web design.

In todays standards of markup tables are no good. They are really heavy on a page. Not only that but you will have cross borwser issues that only cause more work to begin with. Tables are dead my friend.

div would be the best for a complex design, and its indeed the current best practice, table layout isn't flexible and has many problems

I can highly recommend open source CMS. I have been using joomla for a while and it makes site design and maintenance very easy. Additionally there are lots of free componenets available improving the functionality.

You can use the Wordpress site, or your own site. Anyone can add a page, or update an existing page. They may also do so by sending an email on the site
