A little help please

I am trying to do something I feel is simple and do mind searching adn doing the research just figured asking here would be a fairly quick way to start.

I want someone to go to the website when they get there they see a opt-in page it is basic with a sign up here to get this xxxxx with 2 fields to fill in.
the optin page is smoke but transparent so the actual website can be scene through it. The only thing completely opaque is the little box in the middle with the quick message. After they enter details it tells them (in the same box no access yet) to confirm their email.
After they go to email and click confirm it takes them to to the site with no opt-in box (which they never see again at any point unless they cancel the email subscription)

I know this would be integrated with aweber and the pages they go to after opting in and stuff but the actual i guess pop over is the part I do not know about never really messed with them.

I also plan to use an exit pop up to offer the "offer of the day"

should i just go to rent a coder and have them do it?
maybe i should just not be lazy and research with the big G and learn it myself.
I will start but, useful responses would be much appreciated.
