It really depends on what your level of experience is, what your development preference is and how much you want to spend for software.

You'll need graphics software like Photoshop or Gimp. Photoshop is what is commonly used by professional designers, but it's also quite pricey at almost $1000. Gimp is a free, open source graphics package. It can be downloaded here: GIMP - The GNU Image Manipulation Program

You'll also need a program to do the HTML development like the options below:

For those who just like to directly code HTML without any visual reference, there's notepad or notepad++. Notepad++ can be downloaded for free at Notepad++ | 5.8.1

Typically the preferred choice of professional web designers is Adobe Dreamweaver, but it's also a bit pricey for many at around $300.

There are also other lower cost options like CofeeCup and XsitePro. I believe both have free trials that you can download to try out yourself.

I'd suggest trying out the free and trial options to decide what works for you.

    For Graphic design:
    Adobe Photoshop
    Adobe Fireworks
    Gimp

For coding and testing website in local network:
PHP Eclipse ( support for most of the web languages, great support for xhtml/css templates with aptana plugin )
    Xampp

I would NEVER advise You to start with:
    Dreamweaver
Any kind of program that is WYSIWG ( What You See Is What You Get )

I found the site to download PHPEclipse ( PHPEclipse ) but I'm a bit confused because the first requirement is to have Eclipse but I've never heard of this. Is this a linux version? maybe a mac thing? What versions of Windows can I run PHPEclipse on?

    Hello,

I work with: WYSIWYG Web Builder 7.

    I am very satisfied.
You can really anything with them.
You can even create your own templates.
Uploading is easy if you're using the free program: FileZilla FTP.

Very pleased and I recommend it to everyone.

I hope you can do something with this?

    Greetings,

Just about everyone that answers this will give you a different answer!

The reason that there are sooooo many different web design programs out there to choose from, is because we are all different and what suits one person does not suit another or the business model they have set up.

There is no definitive answer because we don't know your budget or whether you want to make a website for yourself or commercially.

If you want to make ONE website then Dreamweaver is like using a sledgehammer to crack a nut.

Here is not matter of budget etc i think.
But the thing is that best software being used these days for web designing.
There are many softwares or plateforms depending upon the language you are using.
      like HTML,ASP etc.
Dreamweaver is really easy to use.
      Frontpage is also good tool.

My recommendation is to use Photoshop to design and layout the website. Then you can slice it and create the HTML / CSS with NVU.

NVU is a WYSIWYG editor like Dreamweaver but it is Open Source (free to download).

Yes, NVU and Dreamweaver are really 'heavy' on the features. But once you design your own website, you'll get 'hooked' and want to start designing more and more websites. So learn how to use programs like Photoshop and Dreamweaver.

Learn how to use the software with websites like W3C Schools and Lynda [dot] com.

    I hope this helps!

As they have said, it depends on your level of experience, whether you will ever want to make another one, or change your mind on the design at some later date. The reason so many people use CMS like Wordpress is because we all like to change the design at some later date. If you have no experience, it is very easy to use a program called Artisteer to create templates for Wordpress, as well as Blogger blog sites, Joomla and more. If you want to spend time, effort, and learn a lot, go with some of the other software packages mentioned.

I can't believe nobody has said EditPlus yet. Even for those that prefer Dreamweaver (which imho puts too much bulky code where it's not needed) it's always a huge benefit to have a simple text editor with syntax highlighting .

But to answer the question properly: photoshop (or gimp), edit plus and a bottle of aspirin.

I also own Dreamweaver and Photoshop, however unless I am hard coding a substantial amount of the site, today I will use Serif WebPlus X4. No, the split screen function is not quite as flexible, but close and the time savings is immense when using X4. Not being forced to customize your own CSS saves an incredible amount of time, and naming DIV's and such in DW is a real hassle. Dreamweaver is certainly King, but I seldom have time to spend messing with it. Time is money.

Photoshop is surely the king of image editing software, and is my "go to", but why in the world you need CS4 for basic web design is beyond me. Elements is far more than most people will ever really use.

For someone who just wants to build a basic website with lots of features, I also highly recommend WebEasy 8 Professional. Avanquest customer service is horrific, but the software is solid, very simple to use, and there is a very good inexpensive tutorial available.

    Coda.

    Enough said.

Dreamweaver is the lazy man's way of doing a website I personally don't like WYSIWYG programs... but that's just me. I like to do and see the code myself. Coda is a very nice application. It includes a FTP, text editor, css editor, terminal, and preview site tab.

I think as PURE text editor and css editor nobody here will argue with bbedit and cssedit. They are normally seen as the leading applications.

Dreamweaver is the best to design a website from my point of view. Because it has some essential features and also it is simple to use. The toolbars on it are left floating - when designing pages this is simply the best way to do it. Features of the web page, such as the behaviours or timeline can be edited in a much more organised and faster way in Dreamweaver.

Dreamweaver is the best but it may be a little overwhelming at first for the beginner. Once you start using it and grasp it, it becomes easier to use. I recommend getting the book: "The Essential Guide to Dreamweaver CS5 with CSS, Ajax, and PHP". This book will show you step by step how to setup your own local testing environment and how to use a lot of DW's features as well as developing websites.

I'd stick with free software, as it appears you're quite new to be asking such questions?

Best not to waste money until you've got some experience of what you like/need/etc

But even then... you're like to find open source satisfies all your needs!

Pick an open source content management system (CMS). I'd recommend Wordpress, alternatively Drupal or Joomla.

Then for any extra fiddling you need to do use:

    Notepad++
    GIMP
    Firefox (and fireftp)

For me, it really does not matter what the software is helpful and can be paid or open source. The fund is there for a web designer to produce quality graphics and site design.

In the USA the normal programs that are taught to a graphic designer at university level, are the adobe products. Photoshop, Illustrator, Indesign, Dreamweaver.

It may not be the same in other countries. Of course they teach you to hand code also, but then move you onto a program that speeds up the process Dreamweaver. I personally do not use it lots, but as I do slowly start to use it, I like it.

I'm not sure what the universities teach with if you are just a webdesign major, but I am pretty sure that it is Dreamweaver all the way, which is the same the Graphic Design degrees require.

I think that you could get away with Photoshop and Notepad++ if you knew css very well. But having a program like Dreamweaver lets you see a split view as you go, which is handy.

Since I like to hand code and am endeavoring to switch to Dreamweaver more often, I try to think of Dreamweaver as an advanced Notepad++, the main problem is that Notepad++ helps to find the open and closed tags. But for some strange reason Dreamweaver is not set up to do that? At least not CS3 which is all I have.

There are numerous software available out there that are best and easy to use such as TemplateToaster, Dreamweaver. Both are good at, its own and easy to use, TemplateToaster is more advanced than Dreamweaver as it allows you to design themes (or templates) for all the major CMSs, you can easily design fully responsive themes, automatic code generation, multi browser and device compatibility, page layout option in WordPress and many more latest features what is TemplateToaster -TemplateToaster. These features make this tool different from other softwares.

For beginners, Dreamweaver is great! However, as you gain more and more experience, you'll see that you'll be able to write the code yourself and Notepad++ (or something similar) will be enough. As for the graphic design part, I'd say Photoshop, but there are numerous other options (free or paid).

Choosing a software to design a website depends on the experience of web designer. Mostly designers choose Notepad/Dreamweaver and PhotoShop.
Notepad- If he has good programming skills.
    Dreamweaver- Good for beginners.
    PS - For graphic design.
