Need some quick pointers on website design.

Hi guys


I am going to outsource the creation of my website. I am looking for a very stylish and simple look, very much like David D's:

Official Double Your Dating | David DeAngelo's Double Your Dating


I have a couple of questions however.

1. Could I have a site like that with wordpress?(I am very familiar with wordpress and would be simpler for me.

2. If wordpress is not possible, are there any platforms for html sites that make things as simple as with wordpress when it comes to changing thigns up etc.


3. How much Should I offer to pay for a design like this?
