Turning a static site into WP Theme

Hi guys,

How would someone go about changing the following site from a static site into a Wordpress theme?

Love Nutrition, Nutritional Therapy in Oxfordshire

Is there some kind of service that would do it for me?

Conversion of this one looks pretty straight forward. You can probably find someone to do it pretty inexpensively (Fiverr) or if you want to do it yourself Chris Coyier's 'Designing for Wordpress' series was helpful for me: #25: Designing for Wordpress: Part One.
