Can't find the comments checkbox for posts in WP

I made one post on a new site the other day and comments were off by default. I posted another post today and the comments were on. I want to change the comments to off for this one but I couldn't find the tab in WP. I'm using the custom theme 'warmth' if that makes a diff. I know the comments thing is spose to be in posts section as I used it before in another blog but I have been unable to find it. I did a ctrl+f and it isn't there.

Hello,

Go to your WordPress blog, expand your pages, click on edit under the page you want to stop comments on, scroll down to discussion, and uncheck allow comments.

That should do it.

No that is the problem. There is no discussion bit. I just looked on my other wordpress blog and the discussion panel is there but it's missing on my new blog. Maybe a reinstall of wordpress if noone has any other recommendations?

  under settings > discussion is "Allow people to post comments on new articles" checked?

I tried both checking and unchecking and it didn't do anything.
