What's the best way to set up a blog on a static html Site?

I'm venturing out into the Local Owner businesses to offer services. I will start out offering autoresponders.

Many of the sites I see with no seo, rankings are 5-7 page sites with barely any content 'powered by some designer'. Some are plain ugly.
Some wordpress sites now look like static html sites. How do I tell the difference?

I don't want to mess with their site at all if I can help it.. I can barely make a hyperlink.

I'm fine with wordpress which I might build myself for the first couple. I think the blog header should match the main site for aesthetic purposes. Yes/No?

I will need to outsource this. The sites are usually simple designs. Any idea of cost? Has anyone had any experience with fiverr and such places? I do need the best though.

Any suggestions for the blog name on the menu of main index page? 'Blog' seems a bit redundant. How about 'Specials' 'special offer'.

    You can't have a blog on a static HTML site. Blog will be dynamic and separate part of the site.

    Sorry, but you need to learn the basics first. There is no such thing as static HTML blog.

      I beg to differ. I've had some jobs done and an ebook cover...at least they looked good to me

      What is a static site? What is a html site? I do know that a Blog is dynamic and definetly not a static site. Semantics sorts that one.

    I guess you just need a plain simple WordPress blog as part of the website. Not much of a trouble. Yes, you can find people of Fiverr who will do it for you. Quality? No guarantee.
