What's the best way to set up a blog on a static html Site?
You can't have a blog on a static HTML site. Blog will be dynamic and separate part of the site.
Can you separate by use of a folder on the domeain?

I will start out offering autoresponders.

Most of the sites I see do not have an opt in and they certainly need it for repeat customers in the industry I am targeting.

Fiverr can be the cheapest. The best designers don't venture even close to Fiverr.

Any suggestions for the blog name on the menu of main index page? 'Blog' seems a bit redundant. How about 'Specials' 'special offer'.

Sorry, but you need to learn the basics first. There is no such thing as static HTML blog.
What is a static site? What is a html site? I do know that a Blog is dynamic and definetly not a static site. Semantics sorts that one.
