CSS Minimum Width Q (phpbb header image)

Depending upon how wide your browser page is, you will see all or part of an image contained within phpbb3's "headerbar".

There are 3 different conditions, based upon how wide the user
has their browser page:
1. The background "blue" fully contains the image (that looks like a child's scribbles (very wide page)
2. The image extends to the right of the end of the background "blue" (medium wide page)
3. The background blue and the image, both, are cut off by the righthand
side of the browser window. (narrow page)

Conditions #1 & #3 are fully acceptable -- but I'd like to eliminate condition #2, and have it look more like #3.

What magic do I need to sprinkle into the css to eliminate condition #2 from happening? (Which, at the moment, would seem to be what would
be seen by most folks!)

FWIW -- this is using standard vanilla phpbb3 with the prosilver style.
