How Do I Copy A Joomla Site Then Reupload And Edit It?

Hey guys, I am wondering how I can copy a Joomla site, then reupload it so I can edit it with Joomla.
I am happy to pay someone 10-20$ to help me make it fully functional if that incentive is required =)

    First of all I have to ask, is the site you are copying yours? Also, do you mean that you wish to move it from one server to another or do you want 2 copies of it at different places? This is the info that is needed and the answer will be either don't steal other people stuff or export a copy of your database and then make a copy of all the files on the server and then create a new database on the new server, assign username and password for that DB and then import your old db to the new one and upload all of your copied files to the new server. You must make sure to change your db name, db username and password in any config files and change all of the deep linking and internal linking and it can be a pain unless you use a URL re write plugin to do it for you. (you can use notepadd++ to do this with find and replace)If you do not have access to the DB then you are probably stealing content and what you will be able to do or get is what you deserve and that is nothing.     You can only do this if you have access to the ftp files and the database used to create Joomla. Is this your own site that you wish to copy?
