    I suggest Photoshop, Flash and DreamWeaver the most widely used ones and also easy to access.

    You might also want to take a look building sites using Wordpress.

    There are a lot of great templates, plug-ins, and powerful editing options available, and it's easy to use.

    If you are new to site building, I'd personally recommend this option to get you started.

    I've being using Dreamweaver and photoshop for over 12 years.

    Learning it takes a long time.

    As a posted above said if you are new to web site design i would suggest using a content management system (CMS) - I would suggest using Joomla or Wordpress.

    Wordpress is blogging software but you can change it into CMS with 1 or 2 clicks. If also has an easy install plugin system.

    There are 1000's or free themes for all Content management systems so finding something you like should be easy.

    The best software to design a website is Photoshop as you can give each and every object a unique effect. You can work on detailing which adds plus points to the design.
    And if you know how to play with gradient and color combinations you can generate awesome design from photoshop.

    I think it depends on your web design skills. If you are looking to create a quick website or have little knowledge of the skills needed to create a website I suggest using web design software such as XSitePro. It is easy to use and requires no knowledge of HTML. It also comes with Wizards for you to do just about everything you may want to include in your website.

    For Blog or CMS: You can upload free wordpress/joomla with a free templates or paid templates, You can even customize them using your own Images and CSS.
    For Instant Website: You can use Website Builders, but the websites built by them only serves some of your requirements.

    For a professional Webdesigner Newbie : Learn and Practice the various methods like
    Photoshop layout design, Slicing, Html Conversion, Adding dynamic functionality using php.

    I prefer opening wordpad and from there start writing code but you should start using dreamweaver and then its going to be really easy for you.

      For IM I would recommend Xsitrepro..its designed for that one purpose in mind. Wordpress is also very good and perhaps the most popular.

      Dreamweaver is the industry standard, but designed for website professionals. It will take you some time to learn.

        When working with an existing Image I use ViewPrint. It's simple and quick to change the dimensions; getting into a lot of those other programs takes too long for me.

        Far too many of the Affiliate programs have weird Image dimensions so I just resize them for my WP site.

    The best software for web design is Dreamweaver.
    However, it is very complex program and it takes a wile to muster.
    Second best is Kompozer, very user friendly, free and easy to use.

    Future-proof yourself as best possible!
    EditPad Lite or Crimson Editor if you want to have lightening quick, hand-coded sites and especially so for CSS sites plus they are free.

    This does mean you will have to learn CSS coding or get someone to build your basic template site page and then all you have to create are the includes...very easy and most W3C guidelines are based upon CSS therefore this standard will be around for quite some time.

    Dreamweaver is not cheap however exceptionally easy to use once past the first few instructions but it is a bit bloaty with code.

    Try and avoid word processors because when your sites become successful you will probably find a re-write necessary if you wish to make a site-wide change.

    Dreamweaver is one of the most powerful tools on the market and in my opinion the best at website design. It's got a built in FTP too. Photoshop and fireworks are two very good photo editing programs for doing graphic work. Besides that look online for other things like scripts that you will need to do other things with your site. Like Query for instance.

    With all those tools at your disposal you will be in good hands. I'd stay far away from flash as you will create large files if you use this. If you have to then use it but as much as possible stick away from flash at all costs.

    You got about 5 seconds to make your first impression so make sure everyone is able to load your main page quickly including dial up users.
