What is difference between a site prepared in front page and a site developed in HTML?

Frontpage does create html - without html you don't have a website.

It just adds a lot of garbage code...

FrontPage was Microsoft's attempt at WYSIWYG (What You See Is What You Get) website construction. As Istvan says it creates horrible HTML, along with dreaded inline style sheets.

FrontPage also extended HTML with dynamic features that require your server to have "FrontPage Extensions" - these are a major security risk as they are easily exploited.

FrontPage had it's place back in 1997, when web development was young and dynamic database-driven websites were virtually non-existent. In the 21st century you should avoid it at all costs.

HTML, coupled perhaps with PHP, is your best choice if you are building a site from scratch. You can also use a CMS like Joomla, Drupal or WordPress to simplify the design of a database-driven site.

FrontPage has now been consigned to history - been replaced by Microsoft Expressions - but it and Expressions both use html.

HTML is the scripting language, the code that makes a webpage look the way it does.

Has someone implied that you don't have a proper website because it has been made using FrontPage? Nonsense.
