Any reliable and reasonable web graphic designers?

My biggest complaint is people that say they can do something for you then either don't get back to you or just never complete the project and run off with your money. I wish there was a ranking system on here for people hiring out there services, almost like an ebay feeback style. Rant Over.

Anyways can one of the Warriors recommend someone who does web graphics and is reliable and reasonable?

I need a header for my website using a logo I already have made plus I need a membership card type graphic that people can print out and also a coupon template or two where I can insert various merchant info into and place on my site.
