Sticky Posts?

I have 1 post in each category that I have made sticky but at least one of the sticky posts is not staying at the top. Each new post goes to the top. Shouldn't the sticky post stay at the top?

You would need to tell us what software you are using. Wordpress? Joomla? vBulletin?
