Is it a CMS? I like it, it's clean and could work for an authority site.

    So, maybe coded from zero with dreamweaver or xsitepro? Or maybe there's a php script or something?

    Yeah that's definitely using a one-off custom built site. It's not a particularly fresh looking design (salad reference), but the guy who did it used tables, and nowadays that's a pretty solid giveaway you're not looking at a CMS. That and it only has 1 stylesheet.

    Handcoded, why?

    -Most software automatically names CSS classes and id's in english EXCEPT if you name them yourself.
    -Templates used by spanish speaking webmasters are usually in english and this has the folder structure in spanish "/imagenes/.."
    - Comments in the CSS file are also in spanish.
    -There is no extra CSS.
    -There is no indication in code it uses a Website creation framework or content management system.
