Artisteer - web design software and joomla template maker is the only thing I can think of off the top on my head. Can you be a little more descriptive regarding what you're looking for?

Yes there are theme generators out there, but from what I've heard from friends and clients, their not that good, to work with and the code they produce.

If your looking for software to do this job, invest some money in a decent theme framework (i.e Thesis, Genesis, Headway, Certain themes from WooThemes) and invest some time in learning how they work. Learn how to code xhtml, css and the basics of how PHP works. There you have it, you have the software needed to complete any task that's thrown at you.

Google "Website Weaver". It was once offered as a WSO and does exactly what you are asking.

If you want to create custom themes take a look at ThemeFrame - Build your own Premium WordPress Themes

If you want a customisable theme, take a look at Atahualpa

I also like Artisteer. I bought it about a year ago and don't regret it. They offer a free (watermarked) trial.

Another option: WordPress Weaver | Building better WP Websites

Two things before you start your adventure of using a tool without understanding it:

    a) most of these theme-builders produce bloated and bad code

    b) any CMS (content management system) can produce endless number of pages, which means your "requirement" of having multiple pages is nonsense. All the CMS work in the same way:
    - they have an engine (the core files of the script)
    - content (Pages, posts, comments etc.) stored in a database
    - layout/design defined by templates: a template is an empty "skeleton" that will be filled with the content from the database; one can also change the layout while displaying the same content from the database (in WP = activating a new theme)

So, in the case of a CMS mentioning that you need XYZ number of pages is meaningless. You will have as many pages as many content items you are storing in the database; they will all be shown through the same template/theme that is active.

When you say: "a) most of these theme-builders produce bloated and bad code
", can one assume that you apply this comment to WP Weaver too? , please tell us more.
      Thanks

      1. It's irrelevant in this case.

      2. Stop making one-liner nonsense posts!

Learn HTML and CSS and start building up on an already existing framework such as WooThemes, StudioPress or iThemes.

You can do quite a bit with builder
It's a word press theme that you can do some amazing things with.

Other than that, really learn html and css and do it right. Or you will always be limited by the program. Or hop on O dask and have it done.
