  • It looks like a custom website theme which was built for some website. If you look at the URL, it says Elance. Someone hired a guy from Elance to get this theme designed. You will also have to hire someone to get a similar design. Do not copy the design as it will be a copyright issue.
  • It looks like the site was made custom. Typcially when I create websites I create a custom design and then integrate it into WordPress. Probably what they did there.
