What causes HTTP Error 503. The service is unavailable?

What causes HTTP Error 503. The service is unavailable? Every now and again it happens to my site.
I know fixing the cause is the best thing, but Is there a way to make a custom 503 redirect? I have 2 sites, one is on dedicated ip the other isnt, but they are on the same host. Would redirect work?

    503 is server overload; so probably any kind of "redirect" doesn't make any sense. Have a look at your server (memory?) usage.
