Fatal Error on WordPress Version 3.3: Call to undefined function is_rtl()

Soon after the release of the latest WordPress 3.3 version upgrade, a lot of blog owners, specifically marketing blogs, have been reporting a failure on the blog and the following error occurring on their WordPress Admin dashboard page:

"Complete Error: Fatal error: Call to undefined function is_rtl() in /public_html/wp-includes/general-template.php on line 2102"

This error occurs because of an incompatibility with some plugins installed on your WordPress website.

    I have upgraded to WP 3.3. on one of my sites to check it out, and have experienced no problems.

    According to your article, it's not "some plugins" that cause this issue, only "PopUp Domination" ... for which you're an affiliate.

    Would be nice for many if they would fix the issues and send out the updated version (without upgrading to Popup Domination V3).

      Does anybody know if I need to buy the Popup Domination 3.0 if I already have v2.0...is there an upgrade price?

        I have a lot of problems with WP 3.3, including dashboard bugs. Some functions like drag and drop widgets, screen options and help stopped working. So, I decide to downgrade to previous version.
