Online Marketing Saavy Web Designer?

We are working on a complete site overhaul with a physical product busines of my family.

Our goal is to build a list of subscribers and get the website converting at 3%.

Does anyone have any recomendations for a great and saavy internet marketer who can assist us in designing and building the site for a reasonable rate?

    => 3% conversion rate is pretty ambitious.
    => 'Reasonable' is a subjective term. You might find $xx reasonable while it might be expensive for me.
