If you have direct access to your server root, why not transfer it from PC to server using external HDD? Maybe I misunderstood something. Maybe FTP client? FileZilla seems to be working for me.

I'm not sure what you mean by "running it on your local server. If by that you mean you want to host the website from your local machine The n what you need is a static IP or set up a dynamic IP with someone like Zoneedit. Although I doubt a dynamic IP or DDNS is going to work for you simply because of the kind of bandwidth you're talking about. If you have a site hosted with a hosting company then all you should need to do is set up user credentials for FTP access and to set folder permissions for the content.

Honestly your post seems to suggest that you don't really understand what exactly you are trying to find out about. If you are using a hosting company it is not uncommon for servers to have restrictions on the amount data uploaded in which case you might check with your hosting company. If you are in fact running your own server locally then you may need to do some research on FTP upload limits. Sorry I'm not a Linux guy I do know that there are default limits on Windows 2003 and 2008 Server.

Well, if you are just trying to share files from your WinXP machine and don't want to use file sharing, download Filezilla SERVER. It is a free FTP server that will suit your needs.

Or, if you can transfer your files to the Linux machine ... there are a myriad of free tutorials out there for setting up FTP in Linux. It is not difficult.

PS: Sharing 1000's of gigs of movies and other media ... hrmm, what kind of content is this?

put the data on amazon for speed and storage space. A traditional server will be slow.
Then on a webserver make a password protected webpage or ip protected webpage that list the the stuff in the amazon bucket.

There are php classes to return the stuff in the buckets.

A folder on amazon is called a bucket.

It is easy to make a webpage look at the ipaddress and decide what to do. If the ipaddress is yours
    then allow access, else dont.

OK you are on a private network. The i.P address you gave (192.168.X.X ) is not accessible through the internet, In order to reach your machine something on the network has to be doing name resolution, for example running a DHCP service. In either case Linux or Windows you have to run an FTP server. In the case of Apache I'm pretty sure the FTP service is built into Apache you would just have to Google the subject. In the case of Windows, Windows comes with IIS which also has an FTP server built into it.

When all is said and done, without a public I.P. address you will not be able to make anything available on the internet. Your private I.P. address "192.168.X.X cannot be seen by internet routers. There are certain address ranges, "192.168.X.X" and "10.X.X.X" that are reserved for private networks. This means that nothing on the internet can see your machine. If I'm understanding you correctly your only real option is to get a static address from your ISP which can be kind of pricy. Furthermore, from the way you are describing this you seem to be using someone else's internet connection through a local area network that has been set up. This would probably nix the possibility of using DDNS to setup your own server. I guess the big question is who pays the bill to the ISP and where does their modem or router reside? If you are getting a T-1 then it will connect to a router, probably a rather expensive CIsco and you will already be paying for at least one static I.P address. From the questions you are asking I'm guessing this is not the case.
