I am tearing my hair out trying to set up a Facebook app on a brand new FB fanpage.

I click to go to Home - Facebook Developers then click on Apps in the top right menu, but the page just recycles and returns to the original fanpage. The expected 'Create New App' link just does not appear.

I've cleared my cookies and history, emptied he cache, logged in through 3 different computers, using both Firefox and IE, but nothing is working.

Can someone advise me before I either run out of hair or vino

      Yes, I am.

I tried both ways, but it forces me to log in, then just recycles back to the regular fanpage. I've created apps before on a completely different FB fanpage, and never encountered anything like this. I'm stumped.

You should be able to create on on this page https://developers.facebook.com/apps
by clicking the link in the right corner. I just created a new one without any issues.

Don't use facebook as the page, use facebook as you.

        To return to this issue...

Setting up a Developer App via my personal Facebook profile isn't going to help me because the Facebook Fanpage I'm having issues with is set up as a completely separate entity, not linked to my personal profile.

I agree, I can set up a Developer App immediately from my personal profile, but it just won't allow it from the Fanpage I'm working on developing. The fanpage is very niche relevant and if I can avoid it, I don't want it to link to, and depend upon my personal profile.

That is not how applications work. A person must make the application then add it to the page. I have tons of applications and pages. You just need to be an admin of the page you want, then make a link to add your application to that page.

Sorry but a page can't make an application and there is no reason why it should. A person owns pages, a person owns application. Application can be added add to multiple pages or a single page.

adding an application to a page does not affect your profile
application are not connected to your profile, they are connect to you
as in for liability. An application will not show on your profile unless you code it to.

Does a page show on your profile? no!

You have a lot of reading to do.
