Divert people to a page the FIRST time they visit my blog?

I have a link on my website to my blog.

The first time people visit I'd like to send them to a page asking for their email address in order to get the daily blog post emailed to them.

However, in subsquent visits I'd like them to directly to the blog page.

The blog is live at mydomain/blog

This blog does exactly what I'm looking to do: http://www.chirobullets.com

How can I accomplish this, technically?

    You can use mailing list pop-ups for showing a sign-up form to new users. You can also use cookies to do a redirection for first-time visitors.
