    well depends on the developer and the time you need for your project to be done.

    If you hire a good experienced developer that will cost much but you will get what you need. I recommend to spent some $$$ as initial investment to get good output...

    You need to shed out a lot of cash for your project if you want a stable, secure, and good looking site. You have to pay for the good design, it must meet the standards and compatible to most used browsers. And then you have to pay for the programming side on the backend as well as the database hardening

    I would expect to spend 5-6k min! Before you hire make sure you see his references! Good programmers for something like that are hard to come by.

    Depends quite a bit on how polished you want it and where your programmer is. Programmers from third world countries will cost you much less but may not be as reliable as those in Western countries. Either way, expect at least in the thousands (not to mention the cost of the hosting which will be pricey too).

    I personally wouldn't touch it for less than $30,000. You may find some lowballers that are capable of doing it, maybe in the 10-15K range but I doubt it.
