    Being a wordpress developer I'd highly recommend doing this:
    Atahualpa literally allows you to build fully customized web theme with any possible layout directly from admin panel.
    There are tons of other themes available but for flexibility you can't beat that one.

    I'd recommend going against static solutions (build site on your computer and upload changes to server type of setup) - as your site will grow it will become nightmare to maintain.

    Wordpress-based solutions have been known to rank well on search engines. wordpress has zillions of free and commercial plugins to extend your site infinitely.

    My 7 month old domain + wordpress-based website is on second page among 50,000,000 of other competing pages. This tells something about the platform.

    I like WordPress with a magazine-style theme like Branford Magazine or Mimbo.

    WordPress, Branford and Mimbo are all free, and I think they look pretty good.

    Joomla is a great free cms website package, bit of a learning curve but once you nail the basics it gets a whole lot easier. Tons of templates to use or if you know how then editing the .CSS stylesheet is a breeze.

    Joomla! + SEO plug in = happy times

    Wordpress is a must have if you wanna blog... simple as!

    I can reccommend an excellent ebook that will teach you how to put up a website from start to finish. The author is a fellow warrior and gives out great instructional information. The url is in my signature. Hope this helps.
